I would advise you to stop applying. First find out the reason why. Every time your credit is run, it causes your credit score to drop. Which means your chances of been approved is decreasing. And yes other banks can tell. It's all listed on your credit report when they obtain a copy.

It depends how long ago you were declined, but yes it does go on your report as an inquiry. The decline will not show, though, only the fact that you applied. It usually doesn't hit your credit report immediately, so you probably have time to apply somewhere else before you rack up inquiries.
